I live in the guangdong province. A humble villager blessed to play this game.My grandfather drinks his tea and is playing this most great expansion now as I type this. I'm writing this review in English to honor him because he says "the world should know what Paradox has achieved."
All Under Heaven is the biggest expansion Paradox has ever made for Crusader Kings III, and arguably one of the most ambitious add-ons in Paradox history . Don't even elaborate—they did it. They actually did it right.
I'm not talking about just adding provinces to a map. This expansion brings detailed representations of medieval China, Japan and Southeast Asia DBLTP, and my Ah Gong—a most respectful elder who taught history for forty years in our village— is spending time right now weeping at his computer screen because someone finally understood.
THE MINISTRIES
Here's what matters: THE MINISTRIES.
I'm tipping my hat to every single developer who worked on the Imperial Ministry system. The Celestial Government depends heavily on merit derived from character decisions and service rather than just inheritance or influence PlayRatedGames. You don't just conquer—you build careers through the civil service examinations. Characters can organize or attend exams, traveling to the exam location and passing tests defined by the exam host. Good performance makes characters eligible for higher office. The better the performance, the better the job 
My grandfather actually cried at this. "They modeled the keju system," he kept saying. "They actually modeled it."
The ministries manage everything. Governors send income from their provinces to the Imperial Treasury, which in turn pays them a salary and funds the provinces DBLTP. This isn't some surface-level feature—Treasury flows to ministries that don't have their own tax income, allocated by the Emperor based on the economy Dev Trackers. It's systemic. It's interconnected. It's real.
CHINA
You can ascend to the highest tier of power with the new Hegemony title, reigning supreme over all empires in the Chinese region. Navigate the Dynastic Cycle, a living system of stability and chaos Steam.
Don't even elaborate on how perfect this is. Stable eras allow rulers to focus on expansion or technological progress, earning Legitimacy. But dynasties stumble, unstable eras occur, and events like natural disasters and wars eat up Legitimacy. Lose too much and you face chaotic eras and civil war
My Ah Gong said: "This is how it was. This is how power actually moved through the empire."
THE REST (JAPAN, SOUTHEAST ASIA)
Take control of a Japanese House and forge your destiny. Rise through the intricate courtly system to become a mighty Shogun or Kampaku regent Steam. My grandfather hasn't even touched Japan yet because he's still building his third dynasty in China, but he says the system looks "historically respectful."
Rule as a Devaraja with the Mandala Government, uniting tributaries into vast, temple-centered empires Paradox InteractiveSteam. Southeast Asia gets its own unique government style that respects the historical differences. Not just copy-paste feudalism. Actual research.
GREAT PROJECTS AND SILK ROAD
Great Projects span multiple regions or rulers—massive temples, fortifications, infrastructure. Thrive along the expansive Silk Road, as wealth and innovation trace their way across a continent Steam.
My grandfather funded a disaster relief project using the Imperial Treasury and actually stood up from his chair to bow to the screen. A most respectful elder, honoring good work.
FINAL VERDICT
"All Under Heaven fulfills one of our great ambitions. We've always seen Crusader Kings as the story of the entire medieval world, and you can't fully tell that story without East Asia" DBLTP—Alexander Oltner, Game Director.
They fulfilled it. Every promise.

The ministries alone make this essential. The Celestial Government system is a masterpiece. The Dynastic Cycle is historically accurate and mechanically brilliant.
From the Great Wall to the temples of Indochina, from Mount Fuji to the river valleys of China, an infinite array of new adventures and stories awaits 
Paradox didn't just expand the map. They expanded what's possible in this genre.

Major performance issues with the Linux Vulkan build for the game; rendering it now unplayable. Paradox needs to be aware that an increasing number of players will be migrating to Linux given the current state of Windows and that ensuring the game runs well on such systems should be a priority.

>Spend about 20 years or so on the martial playstyle clicking through mindless events that have no consequences if you fail
>amass more money than the Chinese Emperor from this broken system
>hire an ungodly amount of men at arms which are being buffed (at zero upkeep) from your overpowered landless buildings in your camp
>Chinese emperor doesn't get these bonuses and barely builds his army anyways because the AI plays like a 5 year old
>curbstomp the Emperor in a war that cost like 150 prestige for some reason (you have 9 gorillion)
>You are now Emperor of China without speaking Chinese or being of a Chinese culture
>Chinese try to rebel
>You fool, I have an alliance with the HRE
>The Holy Roman Emperor marches over the entire german population across the world into China in exchange for you marrying his 6th daughter (deep diplomacy mechanics which have remained unchanged since launch)
>Win a 1v8 battle against the Chinese by yourself anyways because your soldiers are OP and the AI can't do anything about it

Back in 2021, in my 'Northern Lords' review, I had expressed the desire to see the entirety of Asian, including China, in the world of Crusader Kings 3. I was belittled, insulted, and spat on by the players of this fine game. They said It couldn't be done. They said it shouldn't be done. They implied that the game should only be about europeaners, despite having Africa in the game already. 
On this, the day that 'All Under Heaven' releases, I hope that the realization of my dream version of the game brings much joy and pleasure for lovers of all things Asian. I would like to relay a message to those who were unkind to me, and engaged me in such a horrible manner: FOAD.

1. Use proton experimental
2. Disable advanced shader option
3. Disable difraction
Performance is acceptable like this.

Looks like Devs forgot Linux optimization with this Patch.
Under Linux Mint I get 15 FPS max and 1 FPS when using Mouse wheel.
I have a gaming PC. Playing Cyberpunk 2077 on max settings in 1440p with 80 FPS.
Once it's fixed, I'll change my review.
EDIT:
Deactivating advanced shader effects and reflection quality helps a lot for the moment.
Set "user interface style" from dynamic to standard has also effect while zooming.

I've taken my time and played through all the new areas. I've achieved at least 3 generations, and an empire in each major area.
The new Celestial content is interesting for your first playthrough. You take tests, (and have to micromanage your descendants taking them) to obtain merit. The total amount of merit you have theoretically let's you be granted different areas to govern in China. This works for the first 60 years or so of the game. In practice, after the first generation has had a load of kids and 4 different wives, there's so much character bloat that even if your kid is eligible for a duchy appointment there's forever going to be hundreds ahead of them.  Almost nobody joins the military career paths so this cripples the AI and you can take over China with probably an 8000 strong army.
The AI plays the game even less, I've seen China fracture and multiple independent duchies and counts with less than 500 soldiers surviving for over 20+ years until I invaded them.
The Mandala government is by far my least favorite. As I just don't enjoy the gameplay loop.
Japan is missing a decent amount of flavor in my opinion. Shinto faith doesn't even have a unique tenet. Also, might not bother others, but it bothers me. They have a culture wide tradition that makes adultery accepted, so have fun getting endlessly cucked. At least the Ainu were cool, albeit only having a situational bear sacrifice religious tenet.
The meritocratic khanates are so pointless that they aren't worth talking about.
Paradox at least kept their promise in regards to performance, The only negative that I presume will be fixed, is that they apparently didn't teach the Byzantine AI how to properly use the treasury they now have access to. So now the Byzantines are forever weakened with their rulers being unable to hire MAA or do coronations because they are tens of thousands in debt.
All-in-all, the DLC is a meh. If you're someone that doesn't care about Asia content I would wait until the Byzantines are fixed (also they stealth nerfed nomads, so that's cool.)

Almost nobody joins the military career paths so this cripples the AI and you can take over China with probably an 8000 strong army.
The AI plays the game even less, I've seen China fracture and multiple independent duchies and counts with less than 500 soldiers surviving for over 20+ years until I invaded them.
The Mandala government is by far my least favorite. As I just don't enjoy the gameplay loop.
Japan is missing a decent amount of flavor in my opinion. Shinto faith doesn't even have a unique tenet. Also, might not bother others, but it bothers me. They have a culture wide tradition that makes adultery accepted, so have fun getting endlessly cucked. At least the Ainu were cool, albeit only having a situational bear sacrifice religious tenet.
The meritocratic khanates are so pointless that they aren't worth talking about.
Paradox at least kept their promise in regards to performance, The only negative that I presume will be fixed, is that they apparently didn't teach the Byzantine AI how to properly use the treasury they now have access to. So now the Byzantines are forever weakened with their rulers being unable to hire MAA or do coronations because they are tens of thousands in debt.
All-in-all, the DLC is a meh. If you're someone that doesn't care about Asia content I would wait until the Byzantines are fixed (also they stealth nerfed nomads, so that's cool.)
