Cyberpunk has it's flaws like most game. In this case it's mostly bugs and an AI that's not very smart. However the rest of the game outshines these problems. The story, the action, the characters and the amount of custimazation you can do is just so good.
It runs pretty smooth on my 1070, I7-4300 processor, 16GB ram and HDD. I'm getting around 50fps when on High-Ultra settings and 60+ when on low settings which is to be exptected since im not using an SSD.
The combat is a bit all over the place. At first i hated the combat, it felt like every enemy was just a bullet sponge that needed 1-2 full mags to die. But a little later into the game when you get some stats the combat really delivers. Sneaking around with a revolver one-tapping people, running up to enemies with a katana and slicing their heads off or just play guns blazing. The combat gets so diverse later that it's hard to decide what you want to focus on which is great for an FPS game.
Like i mentioned the biggest problems with the game currently is the bugs and the AI for me. Some bugs are just fun and don't really break the game or anything but when you run up to an enemy and just insta-die or a car chase scene has enemies that don't shoot you but you still take damage happens then it's a problem. However i have only had these things happen 3 times in about 30hrs of gameplay so for me it hasn't effected my experience that much.
The AI however is just horrendous. Police spawning right behind you because they don't know how to drive a car to where you are or people popping in and out of existence is just straight up bad coding. I've seen so many green lights with cars just lined up standing still because the AI doesn't know that they are supposed to be driving if there is a green light and stuff like that really just messes with the immersion.
Characters and story is on another level. It might be the best story driven game since witcher 3. All main quests are just amazing with a diverse set of interesting characters that you just believe actually exist. Most side-missions also have that level of detail whereas some are just "go here do this". "Good job, here is pay" but that is to be expected for a game with soooooo much content, which segways into my next point.
I think i spent 10 hours just walking around, looking at stuff and doing side-missions and bonus missions and i didn't even scratch the surface of how much there is to do. The minimap is litered with things to do and it constantly updates with even more stuff when you level up/get more street cred. I've set my mind to doing every mission in the game and it wouldn't suprise me if it took more than 100 hours to do so.
Looting and crafting is very nicely done in Cyberpunk, it's the typical get loot -> use, sell or dismantle -> buy or craft new gear but it works very well. You have iconic weapons that can be upgraded or crafted into better versions so that if you level up and the weapon becomes useless, you can just craft it again or upgrade it to make it better which is really nice.
All in all i would give Cyberpunk 2077 a 8.5/10 in it's current state however it has the potential to go even higher when the devs eventually fix the problems that are in the game.

No (serious) bugs, no issues. Smooth af at 4k on an i7 5820k and 3080
Edit: Are there bugs? yeah after 50 hours I've had a few, nothing game breaking. just some visual artifacts here and there. Keep your game and Nvidia drivers up to date and you'll be fine choomba. Don't let yourself be engulfed by the media frenzy against this game just cause their Console versions of CP weren't weren't up to par - consoles being damned doesn't mean PCs have to go down with them
finally, I think it's funny how ppl complain about bugs but no one praises or mentions this game for being 100% micro transaction free
